Some Search Engines use Meta Tags and some ignore html Meta Tags completely, preferring only to rely on page content. Also the search engines constantly change their ranking rules (algorithms).

Search engines use two common Meta Tags (keyword and description tags). The first enables site designers to include a list of keywords they would like to be matched on a search engine. Unfortunately, Meta Tag keywords have been abused and used to mislead visitors in the last and most search engines no longer give them any weight when ranking pages. At least one Search Engine, Inktomi is still using Meta Keywords at the time of writing, and you certainly won’t hurt your ranking by using them, but they don’t offer the benefits they once did.
The Meta description tag is still widely used and is definitely worth your time it is a good traffic generator. This tag is designed to let you include a written description of your website and is often used by search engines as the brief description that appears in search results pages. If you don’t write your own text in a Meta description tag, most search engines use the first words that appear on your front page but, depending on your design, the first few words may not be the best description of your site. If you have ever wondered why the descriptions of some websites seem so random or disjointed in search engines, that is why.
You should understand that these are only basic guidelines. However, they should help you for a better search engine rank in the search engines, over time.
Here are some on-page search engine optimization basics for you:
TITLE tag should be between 5 and 12 words (Most important tag!) ((TITLE - <title>is your title for example How to use HTML Meta Tags</title>))
Meta DESCRIPTION tag should be between 5 and 20 words ((DESCRIPTION - <meta name="description" content="your description" />))
TITLE and Meta DESCRIPTION should be different, Combine both
Meta KEYWORDS tag should be between 0 and 50 words ((KEYWORDS - <meta name="keywords" content="your key, words" />))
HEADING Tags should be used, if possible (these tags are used sometimes
instead of Meta DESCRIPTION tag) ((HEADING - H1, H2, H3,...))
Meta KEYWORDS tag should contain words that exist in TITLE and
Meta DESCRIPTION tag (as well as in page content)
Do not use too many COMMENT tags, or Image ALT tags,
especially if you stuff them with keywords. ((COMMENT - <--! Your comments go here or keywords -->))
These are basic guidelines - don't take them literally. Remember, the most important web content for the search engines is also the most important content for your site visitors - your actual website content. (DON'T FORGET TO OPTIMISE YOUR CONTENT)
